Comprehensive Watershed Management Plans

A Comprehensive Watershed Management Plan (CWMP) aligns local water planning on watershed boundaries to create a systematic, watershed-wide, science-based approach to watershed management.  These plans acknowledge and build off existing local government structure, water plan services, and local capacity.  The One Watershed, One Plan (1W1P) program was the process used to develop CWMPs.  The 1W1P process sought input by engaging experts from agencies, citizens, and stakeholder groups to develop a list of prioritized and targeted actions capable of achieving measurable progress.  CWMPs serve as a substitute for previous individual SWCD Annual/Comprehensive Plans, Watershed District Management Plans, and County Water Plans.

Winona County SWCD’s work is now guided by two ten-year plans: Root River 1W1P and Mississippi River Winona-LaCrescent, or WinLaC, CWMP.  These plans replaced the Winona County Comprehensive Local Water Management Plan and Winona County SWCD Annual Plan. We work with neighboring local governments in each watershed to prioritize, target and measure implementation of conservation practices which conserve and protect natural resources on a watershed scale.
