The Winona County SWCD works with the MN Department of Ag to offer low interest loans to to farmers, rural landowners, agriculture supply businesses, and water quality co-ops to implement practices that help to improve water quality.

Terms of Loans

  • Loan amounts are limited to: $200,000 to any one individual or project.

  • Borrowers may have multiple outstanding loans, however, the aggregate sum of all Ag BMP loans may not exceed the $200,000 principal balance maximum.

  • Maximum loan term length is 10 years.

  • Maximum interest rate is 3% plus other normal and customary charges.

  • Example fees include:  Insurance, mortgage handling, filing, default and delinquency, and yearly maintenance fees.

  • The frequency and number of payments are flexible and are negotiated with the lender.

  • The county and local lender may set additional terms and requirements for eligibility of projects.

Eligible Activities

  • Feedlot improvements
  • Upgrading manure storage basins and odor control
  • Improved manure handling, spreading and incorporation equipment
  • Terraces, waterways, streambank protection, sedimentation basins, wind breaks and other practices that prevent erosion
  • Conservation tillage & no-till equipment

  • Repair of septic treatment systems

  • Sealing abandoned wells
  • Most any practice that prevents water pollution

Ineligible Activities

  • Re-financing projects already completed with conventional financing

  • Manure & feedlot improvement projects on farms over 1,000 animal units

  • Tractors

  • New construction projects
