Winona County SWCD provides technical assistance to individual landowners, Winona County, cities, townships, watershed districts, schools, and even State and Federal Agencies. We do not have regulatory, permitting or enforcement authority, however, we are able to provide technical assistance to individuals and government entities through review of permits, development of local plans, implementation of programs, and providing professional input on soil, water, natural resource, habitat or related issues.

Some of the more common technical reviews and assistance performed by the SWCD include:

  • Assist Cities, Townships, Watershed Districts, Winona County and Minnesota State Agencies in assessing sites and proposed projects related to erosion & sediment control, steep slopes, stormwater, shoreland, water quality, etc.

  • Assist Winona County with development and implementation of Comprehensive Watershed Management Plans.

  • Assist Local Governing Units (LGUs) with the implementation of the MN Wetland Conservation Act (WCA).
  • Assist the County and Cities with conservation issues related to park lands.

  • Provide review and comments on Environmental Assessment Worksheets (EAWs) as requested.
