Historically the Winona County SWCD has been known for providing technical assistance to individual landowners; now we also provides technical review and assistance to the County, cities, townships, watershed districts, schools, and even the State Agencies. Although we do not have regulatory, permitting or enforcement authority, we are able to provide this technical assistance to help the local government unit to know and understand some of the concerns and options related to erosion, sedimentation and water quality when making their decision.
Some of the more common technical reviews and assistance performed by the SWCD include:
Assist Cities, Townships, Watershed Districts, Winona County and Minnesota State Agencies in assessing sites and proposed projects related to erosion & sediment control, steep slopes, stormwater, shoreland, water quality…
Assist Winona County with development and implementation of the Comprehensive Water Plan.
Assist Local Governing Units (LGUs) with the implementation of the MN Wetland Conservation Act (WCA).
Member of the Technical Evaluation Panel (TEP) for WCA related issues.
Assist the County and Cities with conservation issues related to their park lands.
Provide review and comments on Environmental Assessment Worksheets (EAWs) as requested.
