2016 Election Information

All candidates for state and local offices must state on the Affidavit of Candidacy that they are eligible voters, will be at least 21 years of age when assuming office, and will have been residents of their nominating district for at least 30 days before the general election. Supervisor candidates must live in and file from a nominating district.


SWCDs are local units of government that manage and direct natural resource management programs at the local level. SWCD supervisors have four main responsibilities during their four-year terms. They set overall policy and long-term objectives for their district; develop their district’s annual and comprehensive plans; approve landowner cost-share contracts; and work with SWCD staff to see that policies and plans are implemented. They are not paid a salary; however, they do receive compensation for attending meetings and are reimbursed for expenses. 2016 Election Openings for

Winona County Soil and Water Conservation District Supervisors


Winona County citizens interested in conservation and natural resource issues at the county level are encouraged to run for Supervisor of their local Soil and Water Conservation District (SWCD).

SWCDs are a primary source of conservation information, support and program management for landowners and other local units of government. They are technical experts that understand their specific communities’ needs and help landowners navigate conservation programs from start to finish. There are 90 SWCDs in Minnesota. Minnesota’s SWCDs have their roots in Winona County where the first district was formed in 1938.

SWCD Supervisor positions are filled through general elections which will take place on November 8, 2016. Those interested in running for Supervisor should file at the Winona County Auditor’s office from May 17 through May 31, 2016.

Winona County SWCD will have three district seats open this year:

District 2 represents Hillsdale, Norton, Utica, Warren Townships

District 3 represents Wilson, Winona, Rollingstone Townships

District 5 represents Dresbach, Homer, New Hartford, Pleasant Hill, Richmond Townships.

Candidates are elected county wide, but must reside in one of the nomination districts up for election.

SWCD Supervisors serve four year terms. They meet the second Wednesday of every month at 9 am in Lewiston MN to discuss the business of the SWCD, including state grant allocations to landowners, district conservation priorities, coordination with other local units of government and state and federal agencies. Supervisors do not receive a salary, although they do receive compensation for attending meetings and are reimbursed for expenses.
