Clean Water Land & Legacy Amendment

Accomplishments:

The Winona County SWCD is involved with numerous other construction projects with various federal, state and local agencies and private conservation groups.  This list is only of projects with direct SWCD cost-share funds.

Cost-Share Projects:

Ponds, Grade Stabilization Structures, Water and Sediment Control Structures, Grassed Waterways, Diversions, Well Sealing… (BWSR: State Cost-Share and BWSR: Local Capacity Fund Cost-Share)

o 6 Projects (9 contracts) for a total project cost of: $111,318

Total Cost-Share through the SWCD programs: $   38,291

5 New Projects (8 Contracts): $   33,791

2 Projects Completed: $  55,118

SWCD Cost-Share: $     6,988   (13%)

Other Cost-Share: $   32,762   (59%)

Landowner Cost: $   15,368   (28%)

o 4 Projects (7 Contracts) carry over for 2017

Total Cost Estimate: $ 56,200

SWCD Cost-Share: $ 26,803

o We have been able to increase the SWCD Cost-Share available to landowners by:

$  20,000 in 2016

$  18,000 more in 2017 (maybe more)

o Continued work with landowners for future cost-share contracts and grant applications:

We will still have $ 47,303 in cost-share available to encumber in 2017

o 4 Projects for a total cost of:  $361,056

Total Cost-Share through the SWCD programs:  $   223,264

SWCD Cost-Share: $ 223,264   (62%)

Landowner Cost: $ 137,792   (38%)

o Current Winona Co. SWCD feedlot cost-share dollars available are through a special combined funding through BWSR and USDA NRCS ($3.2 million RCCP Program over 5 yrs. for SE MN)

o The SWCD applied for Clean Water Fund Cost-Share through BWSR but was not funded.

Number of applications: 91  -  Funded: 36

Metro funded: $ 5,237,188 (62%)  -  Outstate Funded: $  3,134,323 (37%)  -  ? Unspent: $28,489

Number of applications funded in SE MN: 0

o SEWRB is planning to apply for another 319 Grant for feedlot low-cost fixes.

o Continued work with landowners for future cost-share contracts and grant applications.

Oriental Bittersweet Control (BWSR: Cooperative Weed Management Area – Clean Water Fund)

o 3 Projects for a total cost of:  $  19,547

Total Cost-Share through the SWCD programs:  $   12,500

1 Project Completed: $    7,547

SWCD Cost-Share: $     4,500   (60%)

Landowner Cost: $     3,047   (40%)

o 2 Contracts carry over for 2017

o There should be a new application period for the CWMA Grant through BWSR in summer of 2017
